    certain hormones like corticosteroid,growth hormon etc. are at highest level during morning hours which enhances metabolism rate of all cells including neurons so skills like cognition and memory are at highest level at that period.after getting sufficient sleep all body organs and cells are at highest level of energy and functioning.mental thought process is clear not clouded and tired.
